What triggers it
A drop-down field holds a value that is not in the permitted list for that column: free text ('Ireland'), a code without the owner prefix ('x318' instead of 'eba_CT:x318'), a code from the wrong list, or home-made codes like 'UK_CRN'. For the B_02.02 country keys (c0130, c0150, c0160) this also means rejection via 805.
An enumerated column holds a value that is not one of its allowed codes.

How to fix it
Use exactly the codes from 'List of possible values for all data fields with drop downs (updated 3 March 2025)' with the eba_ prefix; eba_GA:qx2007 = Not applicable for the B_02.02 country keys.
Use the eba_ code, not the label: eba_GA:IE not Ireland, eba_CT:x300 not payment institution, eba_TA:S19 not SaaS. The full list for every column is on the template pages.
