What triggers it
One of the three control files is missing from the 'reports' folder, is empty, or is misnamed (names are case-sensitive).
One of reports/report.json, reports/parameters.csv or reports/FilingIndicators.csv is missing or empty.
How to fix it
reports/ must contain report.json, parameters.csv and FilingIndicators.csv exactly so named and non-empty, plus the b_xx.xx.csv tables; META-INF/ must contain reportPackage.json.
All three must exist inside the reports/ folder, next to the table files.
