What triggers it
A filing-indicator value is not a boolean literal: 'TRUE'/'True' (wrong case), 'wahr'/'vrai' (not English), blank, or the file is not UTF-8. Usually accompanied by 808.
The reported column holds something other than true/false/1/0.

How to fix it
Use lowercase 'true' (or 1) for every template, UTF-8 encoded.
Use true (or 1).
