What triggers it
A submission whose free-text fields contain '&' can hang in status 'ontvangen'; DNB must reopen it. Write 'en'/'and' in full in the resubmission.
How to fix it
Avoid '&' in free-text fields; email the sector mailbox (e.g. rapportages_pensioenfondsen@dnb.nl) to have the report reopened.
