PKG-UTF8-BOM: BOM is tolerated by the ESAs but has broken at least one NCA portal; ANSI breaks everywhere.

All .csv and .json must be UTF-8 (306, blocking since 1 May 2025). ESAs: 'We will also accept UTF-8-BOM files'. CBI: UTF-8-BOM on b_01.03.csv 'will cause errors'; 'check that UTF-8 encoding was used and not UTF-8-BOM'. CSSF: files in ANSI 'will be rejected'. ACPR (per webinar, via market research doc): ANSI instead of UTF-8 in b_99.01 was a top-3 rejection in 2025.

How to fix it
Write UTF-8 without BOM; check with a hex viewer that files do not start with EF BB BF.
