url https://portal.centralbank.ie/

File naming

CCCCCCC_YYYYMMDD_CBIREGISTERNAME.zip (CBI-specific; NOT the ESA pattern)

Example C999001_20251231_DORAREG_MiFID.zip (test MiFID firm C999001; 2026 cycle reference date 20251231). 2025 example in portal emails: C999001_20250331_DORAREG_MiFID.zip

Notes CCCCCCC = the entity's C code: 'the numerical section of the financial entity's number preceded by C and NOT the institution number. Where the institution number is CBI0012345, the C Code will be C12345' (leading zeros dropped). YYYYMMDD = reference date (20251231 for the Q1 2026 submission). CBIREGISTERNAME = 'the name of the register as outlined in this guide and as displayed on screen when you are loading a return'; the guide documents 'DORA Register MiFID' -> DORAREG_MiFID; other sector register names are shown on the upload screen and are not listed in the published guide text. No spaces in the filename. The inner root folder must carry the same name as the zip (minus .zip).

Packaging

root folder must equal zip name yes

meta inf location <root>/META-INF/reportPackage.json; <root>/reports/{report.json, parameters.csv, FilingIndicators.csv, b_xx.xx.csv}

  • parameters.csv entityID = rs:<LEI>.IND|.CON, LEI upper case, LEI (not CNUM) and must match the LEI the CBI holds for the C-code and GLEIF

2026 cycle (reference date 31 Dec 2025)

Notes Industry briefing 4 Feb 2026 (800+ attendees; recording https://youtu.be/KbyLfbulaQU; slides pptx 18.44 MB). Insurance newsletter Dec 2025 had said 'between February and March 2026'. 2026 Portal shows multiple errors at once and distinguishes blocking vs non-blocking (commentable) errors.

reference date 2025-12-31

opens 2026-03-02 (RoI page 'Upcoming Submission Date' section says 2-31 March 2026; another section of the same page and the guide say 'between 1 and 31 March')

deadline 2026-03-31

corrections until EBA technical-validation feedback had to be addressed and registers resubmitted before 31 March 2026; EBA Data Quality checks ran in April 2026 with CBI-requested resubmissions afterwards (Forvis Mazars reports resubmissions through April-May 2026)

2027 cycle (reference date 31 Dec 2026)

reference date 2026-12-31

esa transmission deadline 2027-03-31

announced no

changes Nothing published by the CBI as of 31 Oct 2026 (RoI page, Communications page and FAQ carry no 2027 statement). Forvis Mazars Ireland 'expects' the portal to open 1 March 2027 with submissions due 31 March 2027 (expectation, low confidence). Standing ESA rule: CAs transmit by 31 March with 31 December reference date (ESA Decision 2024/22 Arts 4-5).

Test window

No test environment or dry-run window is mentioned in the 2026 guide or on the RoI page; the guide's screenshots use a 'CRDIV Test Firm 1 (C999001)' internal test entity. CBI encourages firms to 'frontload their initial submission early in the collection window'.

Sign-off

Three-step process: (1) Load File -> status Processing/Validating -> Accepted or Rejected (confirmation email to uploader only; 'accepted with warnings' possible); (2) Finalise by the editor; (3) Sign-Off by the verifier with a declaration checkbox. After sign-off the return is locked; a Verifier can request an auto-unlock ('Create Request' > 'Unlock Return') to resubmit.

two user yes

roles Editor uploads and finalises; a different user with Verifier access signs off ('the same user cannot finalise and sign off the upload'). Editor & Verifier can do both but not for a return they finalised.

Feedback

format Portal: file status Accepted/Rejected; 'Warnings' html inside a zip (download via View Uploaded Files); 'Xbrl Non Blocking Rules Report' table (EBA rule code, description, template, offending value, column, technical description, 'Explanation' column to be filled before finalising). EBA feedback (NOK/RES zips with instance-status.csv and detailed-feedback.csv) relayed by the supervisor via Portal Secure Messaging.

timing 'the majority of files should be processed within five minutes'; EBA feedback after CBI forwards the file (no SLA given).

resubmission Correct, unlock if already signed off, re-upload (filename pattern unchanged, same reference date). 'The Central Bank of Ireland will not troubleshoot issues within reporting packages.'

LEI required

true

'Financial entities submitting a RoI must have a valid LEI code'; the Portal matches the C-code against the LEI in parameters.csv and GLEIF. For ICT providers the LEI requirement is non-blocking ('we believe this still applies for 2026'); alternative identifiers per EBA FAQ 39/47 are flagged as DQ issues only.

Who files here

All DORA financial-entity types authorised by the Central Bank (credit institutions not directly supervised by the ECB, investment firms, fund managers, insurers/reinsurers, PIs/EMIs, CASPs, crowdfunding, trading venues, etc.); credit unions excluded until 17 Jan 2028 (S.I. No. 20/2025); EEA branches operating in Ireland do not file with the CBI

QuirksThe zip is renamed to the CBI C-code pattern at upload, but the EBA receives/validates the ESA-named package; parameters.csv entityID must still be rs:<LEI>.IND|.CON (the Portal matches C-code <-> LEI).; A file can show status 'Accepted' in the upload screen while the return list shows 'Invalid' because of warnings; warnings must be downloaded and addressed (or non-blocking errors commented row by row in 'Explanation') before Finalise.; If last year's upload was accepted, keep the same high-level file structure; filing-rule errors show only one at a time ('one-at-a-time errors').; EBA Data Quality review added for 2026 (announced week of 16 Feb 2026): April 2026 content checks (e.g. ultimate parent '9999999DUMMY99999999', provider name 'not applicable'); CBI 'do not yet have sight of exactly what these data quality feedback files will look like' at guide publication.; Save EBA feedback zips locally with a shortened filename to avoid Windows long-path problems.
NotesThe guide references EBA filing rules 5.7 (report.json software block) and 5.6 (decimals). Consolidation: standalone entities file individually; groups per ESA Decision Art. 3. Contact for TLPT only is published; RoI support goes through the Portal/usual supervisory channels.

Error codes this portal shows

CBI filing rule: filenameEnsure the name of the ZIP file adheres to the naming convention specified on the Central Bank Portal upload page. E.g. for MiFID entities CCCCCCC_YYYYMMDD_DORAREG_MiFID where CCCCCCC is the institution C-Code and YYYYMMDD is the reporting date/reference date for the data - i.e. for the Q1 2026 submission, this will be 20251231.
CBI filing rule: C-code vs LEIThe Portal processor will try to match the C-Code with the LEI in the parameters file. This should also match your firm's entry in the GLEIF. If these are not aligned this will cause this error.
CBI filing rule: return already signed offEnsure that the same return for the same reporting date is not already signed off. It will need to be unlocked per section 5 if this is the case.
CBI filing rule: double zippedEnsure the file is not double zipped.
CBI filing rule: missing control filesEnsure the file has a parameters file / Ensure the files are not empty / Ensure the file has a FilingIndicators.csv file / Ensure the file has a reportPackage.JSON file.
